barriers for groups’ underrepresented in the labour market. The incumbent collects
information through structured interviews, service provider and employer engagement or
other data collection activities. They will summarize findings in a framework and provide
recommendations to augment current and create new innovative programming.
Background:
An aspect of Manitoba Economic Development, Investment and Trade is to increase the chances of
residents getting employed. In order to achieve this goal, Service Providers through the Provincial
Services Branch are funded on a yearly basis. Programs are offered to the various equity groups
(Indigenous persons, newcomers, racialized groups, people who identify as LGBTQ2S+, and persons with
disabilities) with hopes of improving their employability skills. There was an identified opportunity for
the department to gain a stronger understanding of the effectiveness of the Employment Opportunities
Unit’s impact on how it meets its goals and objectives with supporting employment.
This led to the initiation of this project to identify how effective these programs have been to the equity
groups over the years. This study will investigate the programs that are offered by service
providers of these equity groups. The study will provide insight into the various organizations
programming, the clients they’ve served and the challenges they have faced over the years. We
seek to identify the best practices that can be incorporated into these programs to better serve
these equity groups and provide recommendations to the government on the best policies and
programs for the equity group.
Project Description:
This project will be designed to better understand:
The intersecting factors that present as barriers to equity seeking groups in accessing and
benefiting from programs and in achieving employment success
How employers recruit and retain individuals in underrepresented groups
How to improve the alignment of departmental employment service delivery activities with the
service needs of underrepresented groups
Support a modified delivery of the Manitoba Youth Job Center Program that includes resource
determination within communities with an aim to the creation of a strategy for delivering
specialized employment services
